n a skillet, brown the ground beef, minced onion and garlic until the meat is no longer pink and the onions are translucent. Add remaining ingredients and mix well. Cover and simmer for an hour. Add water if necessary. Remove the bay leaf before serving. Spoon sour cream on top and reheat.
